How North English Arrests Work
North English counted 1,065 residents in the 2020 Census. That total makes it the second city in this project's city map. Yet the city does not sit wholly inside Keokuk County. Most of it lies in Iowa County. The law-enforcement setup follows that fact. Iowa County Board of Supervisors minutes go further, documenting a 28E agreement involving North English. A 28E agreement lets Iowa public bodies share a service. The city code addresses the arrangement directly. Chapter 30 of that code is titled "Contract Law Enforcement." The North English government page confirms it. Here it explains why North English has no stand-alone municipal police booking system. Arrests in the usual service area flow through the Iowa County Sheriff. Bookings then go to the Iowa County Jail. Keokuk County deputies may have made the arrest. Or the event happened on that side. Then the Keokuk County Sheriff and jail hold the record instead. Place of booking matters more than the city name on an envelope.
Which County Holds the Arrest?
Jurisdiction comes first. Search second. Ask three questions before typing anything: where did the event happen, which agency responded, and which jail received the person. A North English mailing address settles none of them. City limits and county lines do not always match. An officer from one agency may book a person into that agency's jail, regardless of the address. Any agency can confirm the actual custodian for a specific event.
| Event or custody route | Official starting point | Likely record |
|---|---|---|
| Ordinary North English event on the Iowa County side | Iowa County Sheriff and Iowa County Jail | Incident and Iowa County booking record |
| Keokuk County-side event handled there | Keokuk County Sheriff and Keokuk County Jail | Keokuk County incident and booking material |
| Charge filed in court | Iowa Courts Online and filing-county clerk | Docket, orders, and disposition |
| Later state custody or supervision | Iowa Department of Corrections | State status, not local booking |
The name itself invites mix-ups. A search for "Keokuk" often pulls results about the City of Keokuk. That city sits in Lee County. It has nothing to do with a North English arrest. Check the county on every result before you trust it.
Where North English Arrests Appear
Go to official custody sources first. The Keokuk County roster is a current-custody list, refreshed twice a day. The Iowa County sheriff serves most North English calls. That office is the first contact for a local arrest. Neither roster gives a full booking history. No North English-specific mugshot page exists on official sites. Courts and state systems handle the questions a jail list cannot answer.
| Channel | Photo status | Authority | Best use |
|---|---|---|---|
| Iowa County Sheriff and Iowa County Jail | No citywide feed verified | Official | Most North English custody questions |
| Keokuk County Who’s in Jail | No photo visible when examined | Official | Current Keokuk County custody |
| Iowa Courts Online | Not a photo source | Official judiciary | Filed case and disposition |
| Regional news | Varies by story | Secondary | Selected events, not a full log |
| Commercial directories | Claims vary | Unofficial | Leads requiring official checks |
The big commercial aggregators offer no reliable North English route. Busted Newspaper, RecentlyBooked, Arrests.org, and Mugshots.zone list no confirmed local section. A Mugshots.com Iowa directory showed zero Keokuk County entries. That came even while the official roster held people in custody. A blank commercial count, in other words, proves nothing. It says nothing about whether an arrest happened.
Find a North English Booking
Begin with facts from the event itself, not a broad web search. A date helps. So does the arresting agency. The likely booking county will get you further than repeating the city name. Missing those details? City government or the Iowa County Sheriff can help map the service route. Just know they cannot promise a record is held there.
- Confirm the event location and ask which agency made the arrest.
- For the usual Iowa County route, contact the Iowa County Sheriff or jail. Use Keokuk County’s Arrested Today route only when Keokuk County custody is plausible.
- Compare a match by full name, date, age, charge, and county. A shared name is not identity proof.
- If the person was released, request the older booking record from the sheriff that held the person.
- Use Iowa Courts Online for the filed charge and disposition. A booking charge may change in court.
New Keokuk County bookings do not always show up right away. The county refreshes its jail roster after 3:00 a.m. and again after 3:00 p.m., and it makes no promise of real-time posting. Iowa County sets its own schedule, so ask that office how it handles updates. Need a fast answer about an arrest? Call the jail instead of guessing from a blank search.
Note: A no-hit can stem from timing, spelling, a release, a transfer, or the wrong county. It does not mean no arrest occurred.
North English Contract Law Enforcement
The North English government page lists the city contact and links to its chapter on contract law enforcement.

The city page offers a phone number, not a booking portal. North English has no municipal jail roster of its own. Recent arrests tied to the city land in a county system. Minutes from the Iowa County supervisors, dated February 23, 2024, document 28E agreements. They cover North English and other towns. That record says more about the policing arrangement than any directory label could. Still, an incident inside city limits does not guarantee an Iowa County booking. The responding agency matters. So does the county where the event happened. The jail that took the person in matters as well.
For arrest records, skip the city office and go to the custodian. The Iowa County sheriff answers at 319-642-7307, with an administrative and civil line at 319-642-3496. Keokuk County lists its sheriff at 641-622-2727. Give the date, the location, and the name. Then ask if that office holds the record.
Request North English Arrest Records
North English publishes no city arrest-request form, fee schedule, or booking-photo policy. No response-time promise exists either. So don't fire one vague request at both counties and hope something lands. Figure out first who wrote the incident report and who ran the jail booking. Those are often different offices with different records. The incident report covers the enforcement event itself. The booking record covers jail admission, charges, bond, and intake details.
- Give the person’s name, event date or range, location, and agency if known.
- Ask the law-enforcement custodian that created it for the incident report.
- Ask the receiving jail for the booking entry and current photo-release policy.
- Request a fee estimate and delivery method before copies are made.
- For the result, contact the clerk where the charge was filed.

A custodian can withhold protected material. They may also ask you to narrow the date range. For a Keokuk County booking, the county booking-photo route walks through that separate process.
Iowa County Is the Main Route
For most North English custody questions, start with the official Iowa County Sheriff page.

The Iowa County Jail sits at 960 Franklyn Avenue in Marengo. That facility most likely receives arrests made on the Iowa County side. It's still worth confirming directly. Names drop off a current custody list once someone is released. The agency record and any court case live on. If a sentence later moves a person to state prison or supervision, the Iowa Department of Corrections offender search is the right tool. It won't replace either county's fresh booking record, though.
North English Arrest News Limits
North English gets thinner recurring coverage than Sigourney. A regional outlet may carry a major incident or a policing change. But no publisher serves as a true North English arrest blotter. The News-Review historically ran a weekly "Sheriff's News" column for the Keokuk County area. Yet even selected clips can't confirm each booking, current custody, or how a charge ends.
Wider reporting on municipal policing hits the same wall. Dated stories about Keokuk County staffing help explain why agency attribution matters. But they can't show who made a specific North English arrest. They also can't show how far posting lags. For a named person, go back to the agency. Start with the jail that handled the event. For an outcome, use the court file. That order keeps a boundary puzzle from turning into a false match.
Note: News and commercial pages can lag releases, corrections, and court rulings, so confirm details with the responsible public office.
